The problem of a European identity is not that there isn't one, but that very broadly two can be defined - one political, the other cultural - and they are in many ways out of alignment. The result is that the process of European integration as currently understood appears to be reaching a limit and this will not change very markedly in quality unless this state of affairs is remedied.

Primarily three conditions determine quality and performance of journalism in a free, open society. First, the resources, in a broad meaning, which open up or restrain possibilities of action to journalists; secondly, the legal and political order which guarantees freedom and protection of journalism; and thirdly, the professional standards being taken for granted by journalists and conducting their routine activities as well as their behavior in borderline situations. I will show how these three conditions are related to journalistic quality.
Allow me to immediately give a brief answer to the headline of this session “Towards an European public sphere?” - I do not think we have one yet, and I am slightly skeptical as to the pace of the development towards it.
