The European Union is founded on a set of common legal principles such as democracy, the rule of law, and fundamental rights enshrined in Article 2 of the Treaty on European Union (TEU). Future member states are filtered for their compliance with these values before they accede to the Union, 3 nevertheless no similar method exists to supervise adherence to these foundational principles after accession. This has been referred to as the ‘Copenhagen dilemma’.
